A. Safety
Goal:
- To enhance maritime safety and reduce accidents, loss of life and properties at sea
Strategies and Programs:
- Regulation of Motorbanca and Wooden-Hulled Ships
- Draft Policy concerning Insurance
- Enforcement of Maritime Safety Standards
- Rulebook on classification of steel-hull (and other materials) ships
- Finalization of RPMMRR (March 20, 2009)

B. Security
Goals:
- To enhance security of Philippine-registered ships
- Better coordination with the Office of Transport Security (OTS)
Strategies and Programs:
- MARINA to coordinate and provide OTS with existing MARINA policies on ship security
C. Environmental Protection
Goal:
- To protect the environment and preserve the marine ecology
Strategies and Programs:
- Issue guidelines to ensure capacity of shipping companies to finance expenses relative to wreck removal and oil pollution (other than tankers)
- Draft policy on carbon foot print/ smoke emission testing
- Monitoring of ship owners' quick response to incidents
- Draft policy on proper disposal of ship garbage and waste
- Partnership with the private sector regarding the immediate response to spill/pollution incidents
D. Industry Modernization
Goal:
- To modernize and expand the domestic fleet and service
Strategies and Programs:
- Review of policy on acquisition of ship (importation, bareboat charter and local construction)
- Reviews ship retirement program for unclassed ships
- Assist domestic shipping companies in availing ship financing schemes and incentives
E. Other Concerns
Goal:
- To develop and enhance competitiveness of domestic shipping
Strategies and Programs:
- Finalization of the amendment of IRR of RA 9295
- Revision of MC 105 re: Special permit instead of exemption permit for special purpose ships and acknowledgement of classification documents issued by foreign governments
- Providing incentives to ship owners who will convert their wooden-hulled ships to other type of ships.
- Passage of Philippine Merchant Shipping Act
| Overseas Shipping Office
A. Safety
- Goals:
- To maintain the current record of zero maritime accidents for RP-Flag ships
- Ratification of safety related international conventions: SOLAS Protocol 78 & 88,
- Loadline Protocol 88, COLREG and other related Conventions
- Formulate a policy on safety for non-convention sized ships in the BIMP-EAGA
- Implementation of Long-Range Identification Tracking (LRIT) System of Ships
- Strategies and Programs:
- Enhance monitoring of Safety Certificates
- Capacity building for flag state administration
- Revise MC 182 re: Due process requirement on sanctions
- Passage of the Philippine Merchant Shipping Act
- Pursue Bilateral agreement with BIMP-EAGA for non-convention sized ships
- Coordinate with PCG, NTC and Application Service provider/data center for information
B. Security

- Ratification of MARPOL VI, Anti-Fouling, Ballast Water, Bunker Convention, London Protocol 96, COLREG (by the Senate)
- Strategies and Programs:
- Passage of the Philippine Merchant Shipping Act
- Establishment of Joint Command Posts with PCG
- Develop capacity building of the Flag State Administration on Environmental Protection Provisions on International Conventions
D. Industry Modernization
- Goal:
- Approval of the Philippine Merchant Shipping Act
- Encourage all ship agents and their principals to Lay-up their ships in Malalag and Pujada Bays
- Pursue Bilateral Agreements
- Continuous active participation to National, Regional and International Forum/Meetings
- Implementation of ratified maritime conventions
- Strategies and Programs:
- Coordinate with DOTC, NMD Team and Congress for its approval
- Active participation on the crafting of the Philippine Merchant Shipping Bill
- Passage of national legislation
- Draw up a marketing plan for the lay-up facilities in Davao
- Identify the concerns of the other contracting party
- Attendance to the local regional or international meetings/preparation of comments/position papers
| Maritime Manpower Sector
- Safety
Goals:
- To upgrade the qualification and competency of seafarers onboard all vessels, with emphasis on ships below 35 GRT
Strategies and Programs: For all domestic seafarers: implementation of MLC (transfer to domestic and overseas)
For 35 GT and above:
- All training courses to be handled by MTC-accredited training centers (courses for 35 GT to less than 500 GT to be offered at a lower cost)
- Conversion of QDC to D-COC
- Program to qualify and certify seafarers in coordination with TESDA (35 -500 GT)
- AO to develop a pool of MARINA lecturers
For <35 GT:
- Implementation of MC requiring SIRB for all seafarers; taking of (a) simplified basic safety training and (b) typhoon and weather doctrines as requirements for SIRB; simplified training programs to be conducted by either in-house MARINA or MARINA-accredited training center
- MARINA to redesign the “simplified” basic safety training modules/ courses for seafarers
• Reaccreditation of training centers
- Program to qualify and certify seafarers in coordination with TESDA
- Establish a MARINA Training Center
- MC to develop a pool of MARINA lecturers
- Review of the examination system; review composition of panel of examiners (revise MC 170)
• Practical assessment of navigational/engineering skills of seafarers

- Awareness Program on proper disposal of garbage/waste (MARINA personnel, shipping companies)
• Conduct of awareness program on proper waste/garbage disposal (thru posters, flyers, signages) • Educating shipyard personnel on environmental protection
- Conduct training of shipyard manpower on the disposal of industrial waste from drydocking, shipbuilding and ship breaking
| Shipbuilding/Shiprepair Sector
- Safety
Goals:
- Foster Safety in Shipyard Operations
- Encourage large shipyards to be ISO certified
- Legalize all shipyards to ensure compliance with safety standards
Strategies and Programs:
- MC to require shipyards to provide training on safety in operation
• Enforcement of the said circular
- Inspection/close monitoring of safety in shipyard operation
- Legalization of colorum shipyards
- A program to encourage large shipyards to be ISO certified
- Encourage large shipyards to adopt ISO standards
•Information campaign (conduct seminars regarding ISO certification and benefits
- Determine whether the ships are built in accordance to the approved plans and construction standards
• Conduct Construction Surveys: Four surveys: Keel laying, Progressive Surveys (50%, 75%), Final Survey

Goals:
- SBSR activities to adhere to environmental standards
- Foster protection of maritime environment from shipbreaking activities
Strategies and Programs:
- Inspection/close monitoring of compliance with environmental protection in shipyard operation
- Amendment of MC 169 stipulating as a requirement the source of wood to be used/reused for the construction of ships
- Adoption of IMO standards on ship recycling

- Industry Modernization
Goals:
- To encourage more local shipyards that can competitively service the domestic requirements for new ships
- To promote drydocking and repair of oceangoing ships by local shipyards
- Encourage more FDIs in shipbuilding
Strategies and Programs:
- Provide support and incentives for the upgrading/modernization of shipyard facilities, equipment and capabilities, as well as improving their competitiveness
•Continuous conduct of meetings/symposia to ship building and ship repair entities on financing and incentives available to the sector
- Promote joint ventures/tie ups, and/or investments from, modern shipyards in other countries with local shipyards, to enhance investments and technology transfers
•Coordination with DTI and DFA of the aggressive marketing of Philippine shipyard in other countries as an investments destination for ship building and ship repair
